Tap on the Settings App (the gear icon)
Tap on General
Tap Touch ID & Passcode
Tap on Turn Passcode On
Enter a passcode (if you want a 4-digit passcode, tap on Passcode Options)

This means that you need to toggle off the "Prevent Cross-Site Tracking" setting:
Open Settings.
Tap on Safari.
Tap on Prevent Cross-Site Tracking.
Toggle it off so the button is gray.
Refresh the page in Safari. The error may reappear, but you can dismiss it by tapping on the x in the upper right corner. The site will work.
